Learned counsel for the petitioner contends that, despite the petitioner having applied for a new electric connection for operating the petitioner's 'submersible pump', the West Bengal State Electricity Distribution Company Limited (in short 'WBSEDCL') is sitting tight over the matter.

Learned counsel appearing for the WBSEDCL submits that a document was sought to be produced by the petitioner, which is annexed at page 12 of the writ petition, which is a 'Certificate Of Registration Of Existing Well' issued apparently by the respondent no. 4. It is submitted that the said certificate is old, that is, dated June 2, 2009 and it has to be ascertained as to

whether the same would be sufficient for the purpose of giving the new electric connection.

Learned counsel for the WBSEDCL submits further that the District Level Authority is required to scrutinize the Certificate Of Registration Of Existing Well.

Learned counsel for the petitioner, in reply, submits that, despite deposit of all requisite papers, the matter is still pending.

Since no reasonable explanation is available for the WBSEDCL sitting tight over the matter till date, WPA No. 5188 of 2021 is allowed, thereby directing the WBSEDCL to scrutinize/ have scrutinized through the appropriate authority, the document filed by the petitioner in connection with the petitioner's application for new electric connection at the earliest and to intimate the petitioner as to the outcome of such scrutiny. In the event WBSEDCL finds that any other document is wanting, the WBSEDCL shall indicate the exact nature of such document to the petitioner within a week from date.

Thereafter, upon the petitioner complying with all due formalities, the WBSEDCL shall give such new electric connection to the petitioner and issue appropriate quotation, preferably within one week after the compliance of all formalities by the petitioner. There will be no order as to costs.

Urgent photostat certified copies of this order, if applied for, be made available to the parties upon compliance with the requisite formalities.
