However, learned advocates representing the State and the service provider being the third respondent submit, upon instructions, that the District Level Committee is functional and is competent to take steps to redress the petitioners' grievances.

In view of the submission made on behalf of the respondents, I dispose of the writ petition by granting leave to the petitioners to approach the District Level Committee highlighting their grievances.

In the event any representation from the end of the petitioners is placed before such Committee, the same shall be dealt with strictly in accordance with the prevailing guidelines after giving reasonable opportunity of hearing to all the necessary parties at the earliest, but positively

within a period of eight weeks from the date of communication of this order. A reasoned order shall be passed and communicated to the petitioners and all other necessary parties immediately thereafter.

All parties are to act on the server copy of this order duly downloaded from the official website of this court.

Certified copy of this order, if applied for, shall be made available to the parties.
