Sen Mr. Lal Mohan Basu ... for the State After hearing learned counsel appearing for the petitioner and the State, WPA 4438 of 2022 may be disposed of with a direction on the Director of Public Instruction to consider the application made by the petitioner to the concerned College on 21st March, 2018 and dispose of the same by way of a reasoned order within a period of four weeks from today. The DPI shall hear all necessary parties including the petitioner before passing the reasoned order and shall take into account all the relevant orders passed by the DPI in other cases and the relevant Statutes of the University. A copy of the reasoned order shall be made available to the petitioner within a week from the date on which such reasoned order is passed.

It is made clear that this Court has not gone into the merits of the case.
