Although, learned counsel appearing for the State submits that the dispute is essentially private in nature, admittedly the Registrar proceeded to hear the parties on 7th July, 2020 and last on 4th April, 2022 after which nothing further has been done.

The private respondents are represented.

WPA 4560 of 2022 is disposed of with a direction on the respondent no. 2 to conclude the hearing within 25th November, 2022 and pass an order within a week thereafter and communicate such order to all the parties before the Court. The communication shall also be done within 9th December, 2022 and not beyond that.
