1. Affidavit of service filed in Court today is taken on record.

2. The petitioner is aggrieved by the inaction on the part of the respondent authority in taking any step to consider his representation filed highlighting certain illegalities in the recruitment process for appointment of Notaries, 2020.

3. It appears that the petitioner appeared for the interview on 29th January, 2021 and he made a representation before the learned Legal Remembrancer in February, 2024.

4. There is no explanation as to why the petitioner sat tight from 2021 till 2024 for submitting the representation before the authority.

5. It is the specific stand of the State that the petitioner was unsuccessful in the recruitment process, result of which was declared in the year 2021 itself. The petitioner made the representation allegedly in February, 2024.

6. Upon hearing the parties, it appears that there is no explanation with regard to the delay on the part of the petitioner in approaching the Legal Remembrancer with the representation. The Legal Remembrancer is not the competent forum to look into the matter.

The recruitment process was conducted by the Joint Secretary, Judicial Department.

7. The delay in filing the representation before the authority is absolutely fatal in the instant case.

8. In view of the above, no relief can be granted to the petitioner in the instant writ petition. The writ petition fails and is hereby dismissed.

9. Urgent photostat certified copy of this order, if applied for, be supplied to the parties upon compliance of all requisite formalities.
