In view of the challenge being directed against a billing dispute for an electric meter, the matter is required to be decided by the Grievance Redressal Officer (GRO) having jurisdiction.

Accordingly, WPA No. 3928 of 2020 is disposed of with liberty to the petitioner to approach the concerned GRO with the dispute raised in the present writ petition.

If such an approach is made, the GRO will decide on the same in accordance with law upon giving appropriate hearing to all interested parties as expeditiously as possible without being prejudiced in any manner by any of the observations made herein. There will be no order as to costs.

Urgent photostat certified copies of this order, if applied for, be made available to the parties upon compliance with the requisite formalities.
