None appears on behalf of the private respondents despite service.

The petitioner alleges inaction on the part of the respondent CESC in providing a fresh electricity connection in the name of the petitioner at the subject premises.

It is submitted on behalf of the petitioner that the petitioner has made payment of all the legitimate dues raised by the CESC, but no fresh connection has been given till date.

On behalf of the CESC it is submitted that the private respondents had obstructed their representatives when they had gone to install the electric meter.

In view of the fact that an essential service is sought for by the petitioner, I am of the view that the

concerned Police Authority being the respondent no.3 shall give necessary police assistance to the representatives of the CESC in providing a fresh electric connection to the petitioner at the subject premises in accordance with law.

It is needless to mention that the petitioner will pay all the necessary expenses including the expenses of the police assistance in order to enable the representatives of the CESC to provide such connection. The respondent CESC is also directed to provide such electric connection at the existing service at the subject premises.

The aforesaid exercise will be completed within four weeks from date.

With the aforesaid directions, WPA 5659 of 2021 is disposed off. However, there will be no order as to costs.
