By the present writ petition, the petitioner seeks direction upon the respondent authorities particularly the respondent Nos.6 and 7, District Primary School Council, North 24-Parganas to issue 'no objection' certificate in favour of the petitioner in order to enable her to complete her admission process for two-year Diploma in Elementary Education (in short 'D.El.Ed') course for sessions 2025-27 as in-service candidate

from Krishna Prasad Pal Memorial Teachers‟ Training College.

The petitioner is an assistant teacher of Bantosha Sarbapally RSFP School under Haroa Circle. The petitioner joined the said school on 28th August, 2023 pursuant to recruitment process of 2006. The petitioner is an in-service candidate who has taken admission in Krishna Prasad Pal Memorial Teachers‟ Training College in order to pursue her D.El.Ed. course for the sessions 2025-27. However, she could not join the college for want of 'no objection' certificate in favour of her from the District Primary School Council, North 24-Parganas. Hence, this writ petition. 4.

Mr. Chittapriya Ghosh, learned Advocate appearing for the petitioner submits that the petitioner has already taken admission in the concerned college for pursuing her D.EL.ED course for session 2025-27. In order to pursue such course the 'no objection' certificate from the Council is necessary. He files a copy of the fees acknowledgement issued by the concerned college being no.464 dated 15.12.2025, which is taken on record.

Mr. Subir Sanyal learned Senior Advocate appearing for the Board submits that the petitioner has not made any allegation against the Board. It is the Council which is to issue the requisite „no objection' certificate.

Mr.

Pinaki Bhattacharya, learned Advocate representing District Primary School Council, North 24-Parganas submits that in the event the petitioner‟s admission is approved by the Board, the Council will issue necessary 'no objection' certificate in favour of the petitioner.

In view of the above submissions, the respondent No.7, Chairman, District Primary School Council, North 24-Parganas is directed to issue 'no-objection' certificate in favour of the petitioner within a period of seven days from date in order to enable her to pursue D.El.Ed. course for the sessions 2025-27 in Krishna Prasad Pal Memorial Teachers‟ Training College in the event the name of the petitioner is listed in the approved merit list issued by the Board in this regard. 8.

With the aforesaid direction, the writ petition being WPA 5289 of 2026 stands disposed of.

Since no affidavits have been called for, the allegation made in the writ petition is deemed to be not admitted.

10. Interim order, if any, stands vacated.

11. All connected applications, if any, stand disposed of.

12. There shall be no order as to costs.

13. All concerned parties shall act in terms of the copy of the order duly downloaded from the official website of this Court.

14. Urgent Photostat certified copy of the order, if applied for, be given to the parties on compliance of all necessary legal formalities.
