Affidavit-of-compliance filed by the Secretary of the Gram Panchayat, the erstwhile Upa-Pradhan and the present Pradhan be retained with the records. 2.

It appears that there has been gross delay in complying with the order passed by this Court. The explanation provided in complying the Court's order at such a delayed point of time is not appreciated.

The Pradhan and the Upa-Pradhan have disclosed that they failed to understand the true purport of the order passed by the Court and, accordingly, were unable to comply with the same.

The erstwhile Upa-Pradhan submitted that with the help of the Secretary of the Gram Panchayat, the Pradhan and the Upa-Pradhan conduct the day to day affairs and the meetings of the panchayat.

The Secretary ought to have advised the Pradhan the proper manner in which the order of the Court was liable to be complied with. However, as it appears that

the order has been complied with at a delayed point of time, the Court does not pass any further order in this matter.

Accordingly, the contempt application stands disposed of.

Mr. Ardhendu Sekhar Ghosh, Mr. Usuf Ali Halder and Mr. Rahul Sardar are personally present in Court. Their personal appearances stand dispensed with. Rule discharged.
