According to the District Engineer, Calcutta North District Regional Office, the petitioner applied in the incorrect format.

There is already a service connection to the premises and there are other existing meters in the meter board position. The petitioner is a tenant in respect of the said premises and the CESC ensures that if the petitioner applies in the proper format, the matter will be processed in accordance with law.

Despite service, none appears on behalf of the respondent nos. 4 to 7.

The writ petition is disposed of by granting liberty to the petitioner to approach the CESC Ltd., i.e., the respondent no. 2, for necessary advice as to how and in

what format he is required to apply. The CESC authorities will assist the petitioner in making such application. Thereafter, steps shall be taken for grant of the connection in accordance with law. It is made clear that the entire exercise shall be completed within a period of three months from the petitioner's complying with necessary formalities.

All the parties are to act on the basis of the server copy of the order.
