Service upon respondent no. 4 has been returned with the endorsement "refused." Let the postal article be retained with the record.

Learned counsel appearing for the West Bengal State Electricity Distribution Company Limited (WBSEDCL) submits that, due to resistance from the landlord, the necessary inspection could not be carried out.

In view of the foregoing, this writ petition is disposed of with the following directions:

WBSEDCL shall conduct the necessary inspection of the relevant premises and issue the requisite quotation within two weeks from the date of this order. Thereafter, the electricity connection shall be provided at the petitioner's premises within one

month from the date of the quotation, subject to the petitioner's compliance with all necessary formalities. The Officer-in-Charge of Dasnagar Police Station is directed to provide necessary assistance to the officials of WBSEDCL for the implementation of this order. The cost of police assistance shall be borne by the petitioner. The police personnel are authorised to remove the padlock of the meter room, if necessary. Accordingly, WPA 5250 of 2025 is disposed of. Urgent photostat certified copy of this order, if applied for, be supplied to the learned advocates for the parties on usual undertakings.
