The petitioner is aggrieved by nondisbursement of the 2nd instalment under the "Mission Nirmal Bangla & Souchagar Banao"

scheme. An opportunity of hearing shall be given to the petitioner and to other interested parties. A reasoned order shall be passed and communicated to all.

If it is found that the petitioner's claim is genuine and the 1st instalment had been rightly issued, the petitioner should not be deprived from the benefits of the said scheme. If the petitioner is found ineligible, reasons shall be assigned in the order.

This Court has not gone into the merits of the correctness of the allegations.

The authority shall decide the entire issue independently and in accordance with law.

The entire exercise shall be completed within a period of six weeks from the date of communication of this order.

This writ petition is disposed of.

There will be, however, no order as to costs. All parties are directed to act on the server copy of this order.
