3. The grievance is raised in relation to the alleged unauthorized construction at Premises No.2/4, Kasai Bustee, 2nd Lane, P.O. and P.S. Narkeldanga, Kolkata-700011.

4. The petitioner who is not even residing within the territory of West Bengal cannot raise this grievance.

5. This PIL is misconceived and, accordingly, dismissed.
