The petitioner's application for transfer has been returned by the District Inspector of Schools (S.E.) to the Head of the Institution on the ground that the pupil teacher ratio does not permit transfer of the petitioner from the school.

In view of the amended Rules of 2015, the said pupil teacher ratio is no longer ground available for refusing transfer of the petitioner.

In that view of the matter the petitioner shall be entitled to apply afresh and the authority under the Rules shall process the same application in terms of the amended Rule and the time frame specified therein.

With the aforesaid observations, the writ petition is disposed of.

There will be no order as to costs.
