Ms. Lakshmi Shaw ....for the Petitioner Mr. Madhusudan Saha Ray Mr. Debanjan Mukherjee ....for the WBSEDCL The grievance of the petitioner is directed against a notice dated 23.02.2026 read with the notice dated 27.02.2026. By the impugned notices, the WBSEDCL has highlighted non-cooperation of the petitioner in taking the reading of the subject meter and further highlighted non-access provided by the petitioner to the officials of the WBSEDCL. By an interim order dated 09.02.2026, the petitioner was directed to provide all assistance and WBSEDCL was directed to file a Report.

Pursuant to the direction dated 09.03.2026, WBSEDCL has filed an Inspection Report. A copy of the same is handed over to the petitioner.

It transpires from the said Report that notwithstanding a categorical direction contained in the order dated 09.03.2026 to the petitioner to provide full co-operation and access to the officials of the WBSEDCL, the same has been deliberately and intentionally not provided.

It is obvious that the petitioner has approached this Court with unclean hands and deserves no discretion. The entire aim of the petitioner is ill-designed and to prevent the WBSEDCL from access to their meter. The conduct of the petitioner is ill-motivated and reprehensible to say the least, WPA 5357 of 2026 stands dismissed.

Liberty is granted to the WBSEDCL to exercise all powers available both civil and criminal as well as under section 163 of the Electricity Act, 2003.
