Mr. Subir Sanyal, Mr. Lokenath Chatterjee, Mr. Sukanta Ghosh, Mr. Anindya Sundar Das, Mr. Saurav Mallick ...for the petitioner Mr. Subhabrata Datta, Mr. Bani Brata Datta ....for the State Mr. Neil Basu, Mr. Rahul Kumar Singh ....for the respondent no.6 The writ petitioner is a candidate for the post of Secretary of the Alipore Bar Association election scheduled to be held on March 25, 2022. The grievances against the election process are, inter alia, that;

a) There is no cut off date for inclusion of members in the voters' list, b) The voters' list has not been published, c) CCTV camera arrangement has not been made.

Counsel for the Chairman of the Executive Committee, Alipore Bar Association is represented,

as is the State. It is submitted that the voters' list has already been published today morning.

Mr. Subir Sanyal, learned counsel for the petitioner, however, submits on instructions that no voters' list has been made available to his client.

Let such list be made available to the petitioner and all other contesting candidates in course of the day.

Counsel for the State has confirmed that adequate security arrangements have already been made by the Alipore Police Station for the election process.

In so far as the request of the installation of CCTV cameras are concerned, the Chairman of the Election Committee does not have any objection.

The District Judge, South 24 Parganas shall make immediate arrangement for installation of CCTV cameras under the voting booth/area where security arrangement shall also be made appropriately.

CCTV cameras shall also be installed at the place where the voting shall be counted.

This Court notes the submissions of Mr.

Subir Sanyal, learned counsel for the petitioner that a voter list should henceforth be published well in advance and appropriate rules should be

put in place to decide the eligibility of persons to come on such voting list.

It is expected that voters' list in future shall be published well in advance at least two weeks before the election date.

The Chairman of the Executive Committee is hereby directed to ensure framing of appropriate rules regarding publication of voters' list for future election.

Such rules shall be appropriately circulated in future to all members.

With the aforesaid observations, the writ petition is disposed of.

There shall be no order as to costs.

All parties shall act on the server copy of this order duly downloaded from the official website of this Court.
