1. By this public interest litigation the petitioners allege that there is a large scale irregularity being committed with regard to the supply of materials for the midday meal in terms of the scheme announced by the Central Government and implemented by the State. The petitioners would also allege that the competent authority, namely, the Child Development Project Officer, Joynagar-II has not taken any action despite mass petition being given alleging various discrepancies including discrepancy in the weight of each sack of rice.

2. The petitioners have also submitted a complaint to the Chief Secretary and since none of the complaints have been taken note of and no reply has been sent, the present writ petition has been filed.

3. Since the writ petition is disposed without calling for affidavits, the allegations made by the petitioners are not gone into.

4. The writ petitioners are directed to submit a detailed representation along with the relevant documents by appearing in the office of the District Magistrate, South 24-Parganas in person and on receipt of the same, the District Magistrate shall nominate a senior officer to enquire into the matter and submit a report. The petitioners shall also be afforded an opportunity of personal hearing to place materials before the District Magistrate. Upon perusal of the report and after hearing the petitioners in person, the District Magistrate shall take appropriate action in accordance with law within a period of six weeks from the date on which the enquiry is completed.

5. With the above observations, the matter is disposed of.
