Having heard learned counsels for the parties and considering the material on record, I dispose of the writ petition with a direction upon respondent No. 2 to consider and dispose of the representation filed by the petitioner on 23rd July, 2018 after giving reasonable

opportunity of hearing to all the affected parties including the petitioner and the respondent No. 7 or their authorised representatives within a period of three months from the date of communication of this order, in accordance with law.

It is needless to mention that I have not gone into the merits of the case and it shall be open to the parties to place their respective cases before the authority and the authority shall dispose of the same independently by a speaking order.

W.P.A. 4588 of 2019 is disposed of.

There shall be no order as to costs.

Since no affidavit has been invited, allegations contained in the writ petition shall be deemed not to have been admitted.

Urgent certified website copy of the order, if applied for, be given to the parties on compliance of requisite formalities.
