Affidavit of service filed on behalf of the petitioner be kept with the records.

Notwithstanding a service by an earlier order of Court, none appears on behalf of the private respondent no.5.

The grievance of the petitioner pertains to a fresh electricity connection.

The respondent CESC is represented and submits that they were obstructed by the private respondent no.5 from causing such inspection. In view of the fact that the petitioner seeks a valuable essential service, I am of the view that the local police authorities being the respondent no.4 provide necessary assistance to the representatives of the CESC in causing an inspection and in installing a fresh electricity connection at the premises of the petitioner.

I make it clear that all costs and expenses incurred for the police assistance be paid exclusively by the petitioner.

It is also made clear that the installation of the fresh electricity connection is to be conducted at the existing service position of the subject premises. The aforesaid exercise is to be completed within a period of three weeks from date.

With the aforesaid directions, WPA 6408 of 2021 is disposed off.
