Considering the grounds as made out in the petition and in the interest of justice, the restoration application being IA No.: CAN 2 of 2023 is allowed. The order of dismissal dated 22.11.2023 is recalled. Writ Petition No.4506 of 2020 is restored to its original file and number.

The petitioner is directed to effect service upon the respondents as to the order of restoration of the writ petition.

It is submitted by the learned counsel for the

petitioners that the issue in the present writ application is pending before the Hon'ble Apex Court for adjudication. A copy of the order has been placed before the court. Accordingly, the matter be listed after the matter is disposed of by the Hon'ble Apex Court.
