1. The writ petition filed as a public interest litigation alleging that the recruitment process done by the respondent institution is incorrect and the procedure adopted is incorrect and that the guidelines issued by the Ministry of Education, Government of India have not been followed.

2. At the outset we need to point out that the matter is purely a service matter and we find no exceptional reasons to treat the matter as a public interest litigation.

3. On the petitioner's own showing an aggrieved individual approached before the learned Single Bench in WPA 18537 of 2022 which has been disposed of on 22.11.2022 issuing direction to the respondent institution.

4. The learned advocate for the respondent institution submitted that the direction has been complied with and the appointment order was issued.

5. The petitioner also alleges that the cancellation of recruitment process was illegal.

6. We are not aware as to what are the contingencies which led to the cancellation of recruitment process.

7. In any event all that we can observe in this writ petition is that the respondent institution should take effective steps to fill up the vacancies and anticipated vacancies promptly by fixing a time schedule and this aspect should be decided by the Board of Governors and a rule be framed in this regard which shall be implemented appropriately.

8. Accordingly, the matter is disposed of.
