WPA No. 4610 of 2020 Bolpur Municipality and another Vs.

The Union of India and others Mr. Uttiya Roy, Mr. Ashutosh Pal, Mr. Arnab Mondal ... for the petitioners.

The petitioners are aggrieved by nonimplementation of an order of the authorities directing payment to be made to the petitioners for work done by the latter.

The matter was adjourned on the prayer of the respondents, to explore possibility of amicable resolution.

Learned counsel for the Railway Authorities submits today that an order may be passed directing implementation of the reasoned order dated January 22, 2020 passed by the

Divisional Railway Manager, Eastern Railway, Howrah.

Upon hearing learned counsel for the parties and in view of the submissions made, WPA No. 4610 of 2020 is, thus, disposed of by directing the Railway Authorities to immediately implement the "reasoned speaking order" dated January 22, 2020, annexed at page 61 to 63 of the writ petition.

It is hereby recorded that the petitioners have submitted the bills for the relevant period as well as current bills, as indicated in the said reasoned order, in the meantime.

Accordingly, the Railway Authorities shall disburse the admitted amounts as recorded in the reasoned order dated January 22, 2020 at the earliest, positively within four weeks from date, subject to scrutiny of the bills.

The Railway Authorities shall also disburse the admitted dues of the petitioners on the current bills, , also subject to scrutiny.

In the event there is any dispute regarding the current bills for some amount, the parties will be at liberty to approach the appropriate forum for resolution of such bills.

There will be no order as to costs.

Urgent photostat certified copies of this order, if applied for, be made available to the parties upon compliance with the requisite formalities.
