Mr. Madhusudan Saha Roy, learned advocate appearing on behalf of the West Bengal State Electricity Distribution Company Limited (WBSEDCL), submits that the relevant submersible pump is located within a "semi-critical zone." He further submits that if the petitioner provides a certificate from the State Water Investigation Directorate (SWID) issued under the West Bengal Ground Water Resources (Management, Control, and Regulations) Act, 2005, the connection may be provided, subject to the petitioner fulfilling any additional formalities, if applicable.

In view of the foregoing, this writ petition is disposed of with a direction to WBSEDCL to effect the electricity connection for the petitioner's submersible pump set, provided that the petitioner obtains the SWID certificate from the appropriate authority and

submits the same to WBSEDCL within two months from the date of this order.

Accordingly, WPA 5790 of 2025 is disposed of. Urgent photostat certified copy of this order, if applied for, be supplied to the learned advocates for the parties on usual undertakings.
