This matter has been mentioned for inclusion in the list on atleast 15 occasions in the past couple of months citing urgency. The matter is taken up today. Counsel for the petitioner, Mr. Chattopadhyaya, submits that his client has not produced copies of any of the reservation certificate of the parents of the minor child to indicate that they belonged to Other Backward Class Category.

The Learned Counsel for the petitioner, therefore, is not even remotely prepared and the writ petition is incomplete. Notwithstanding which it has been mentioned repeatedly citing urgency.

Counsel for the State has, however, submitted that the writ petition could be disposed of directing the respondent no.4 to dispose of the petitioner's application in accordance with law.

This Court, therefore, directs the Sub-Divisional Officer, Howrah Sadar to dispose of the application of the minor petitioner, for being included in the Other

Backward Category, within a period of four months from the date of communication of a copy of this order. This Court records its unhappiness at the conduct of the petitioner in repeatedly mentioning the matter despite being incomplete.

The instant writ petition shall stand disposed of. There will be no order as to costs.
