On the prayer of Mr. Jana, learned Advocate appearing for the petitioner, leave is given to the learned Advocate-on-Record for the petitioner to correct the description of the respondent nos. 4 and 5, here and now. The petitioner claims to be the owner of a plot of land, being LR Dag No. 101, within Mouza Saiyedpur, under Police Station Ramnagar in the District of Purba Medinipur. The petitioner states that a PWD road is running adjacent to the aforesaid property of the petitioner. The petitioner states that the petitioner is carrying on business of sweet shop and Doctor's chamber on the said property. The petitioner also claims to have been residing on the said plot of land upon construction of a dwelling house thereupon.

The petitioner alleges that the authorities of the Ramnagar-I Block Panchayat Samity have illegally constructed a pay and use toilet which is in front of the aforesaid property of the petitioner thereby causing obstructing to the ingress and egress of the petitioner from his property to the PWD road. It has also been stated that the petitioner is facing inconvenience in the manner of carrying on business from the said property.

The petitioner submitted representation before the various authorities.

Mr. Mahata, learned Additional Government Pleader submits that the representation before the appropriate authority has not been submitted.

Faced with such situation, Mr. Jana, prays for leave to file a comprehensive representation before the appropriate authority ventilating his grievance.

In the light of the submissions made by the learned Advocates for the respective parties, WPA 6313 of 2026 stands disposed of by giving liberty to the petitioner to file a comprehensive representation to the appropriate authority ventilating his grievance.

If such a representation is filed, such authority shall consider and dispose of the same in accordance with law and communication its decision as expeditiously as possible. Urgent photostat certified copy of this order, if applied for, be supplied to the parties upon compliance of all requisite formalities.
