Report submitted by the State is taken on record. It is most unfortunate that though the complaint was lodged on 1st November, 2023, the victim is yet to be recovered. Learned counsel for the petitioner places reliance on an authority in Hori Lal vs. Commissioner of Police, Delhi & ors. reported in 2002 SCC OnLine SC 37 wherein the Hon'ble Supreme Court has framed guidelines for steps to be taken by the investigating officer for effective search of kidnapped girls. Learned counsel submits that the guidelines laid down have not been adhered to by the investigating officer in conducting the investigation in the present case. Since the matter is pending since long, investigation of the case shall continue under the supervision and superintendence of the Superintendent of Police, Malda upon strict compliance with the guidelines framed by the Hon'ble Supreme Court of India in the authority in Hori Lal (supra).

With the aforesaid directions, CRR 1001 of 2024 is disposed of. Urgent certified website copy of this order, if applied for, be given to the parties, upon compliance of all requisite formalities. (Suvra Ghosh, J.)
