None appears for the Panchayat despite service. The allegation of the petitioner in the writ petition is that the private respondents who own and occupy the land adjacent to his land are raising construction therein by blocking his egress and ingress. The dispute between the parties is civil/private dispute.

The petitioner is at liberty to approach the civil forum for redressal of his grievance.

There being no public element in the writ petition, the same is not maintainable and is accordingly dismissed. There shall, however, be no order as to costs. Urgent certified website copy of this order, if applied for, be supplied to the parties upon compliance with all requisite formalities.
