In spite of service, there is no representation on behalf of the State or the school authorities. 3.

The petitioner's application for transfer made sometime in the year 2021 had been forwarded by the concerned District Inspector of Schools to the Commission without the requisite certificates and particularly the "No Objection Certificate", to be issued and submitted by the school authority. 4.

The petitioner had carried her grievance to this Hon'ble Court in the year 2021 by way of a writ

petition, which was disposed of by directing the concerned District Inspector of Schools to pass a reasoned order after giving a hearing to the petitioner. It is this order of 13th May, 2022 which has been assailed in the instant writ petition. 5.

As it appears that the concerned District Inspector of Schools had still not received a copy of the no objection certificate which the school authority ought to have uploaded and/or submitted.

As it now appears, the "Utsashree Portal" has been temporarily suspended since sometime in 2022 and is presently under suspension.

In view of the aforestated facts and circumstances and particularly since a long period of time has elapsed since the application for transfer was made by the petitioner, it would be appropriate that the petitioner files a fresh application for transfer with the school authority by 30th May, 2026. The concerned school authority is directed to consider such application and if found eligible, to issue the requisites, "No Objection Certificate" and other documents and forward the same to the concerned District Inspector of Schools by 30th June, 2026.

With the aforestated directions, the instant writ petition stands disposed of.

There shall be no order as to costs.

10. Urgent photostat certified copies of this order, if applied for, be given to the parties upon compliance of all necessary formalities.
