Ray Ms. Shetparna Ray ... for the petitioner Mr. Bhaskar Prasad Vaisya Mr. Pinaki Bhattacharya ... for the DPSC, North 24 Parganas The petitioner's case is that after crossing all hurdles he was not included in the panel for Primary School Teachers under 2009 recruitment process, but he could have been included in the panel had the vacancies were not converted from EC General to General without following any procedure. He submits that had that not been so, he would have got the appointment in the post of teacher in primary school. Learned advocate for the District Primary School Council, North 24 Parganas is appearing.

However, I direct the Deputy Secretary of the West Bengal Board of Primary Education to give an opportunity of hearing to the petitioner within a period of six weeks from the date of communication of this order and to pass a reasoned and speaking order by two weeks thereafter and to communicate the same immediately thereafter to the petitioner.

The petitioner is directed to serve a complete copy of this writ application along with a copy of this order upon the said Deputy Secretary of the Board immediately and the Deputy Secretary will intimate in writing the time and venue of the date of hearing. If the Deputy Secretary finds that the petitioner is otherwise eligible, after hearing the petitioner, the Board shall take steps through the DPSC to give appointment without making any delay and the Board will take all necessary steps to recommend the petitioner for such appointment.

With the above observation and direction, this writ application is disposed of.
