The petitioner is aggrieved by the action of the respondent authority in directing the petitioner to attend their office on repeated occasions for a hearing but no effective hearing was conducted on any such date.
In support of such contention Mr. Chatterjee, learned advocate appearing for the petitioner draws the attention of the Court to the attendance sheets annexed to this writ petition at pages 35 to 37. On a query of the Court Mr. Bandyopadhyay, learned advocate appearing for the State submits on instruction that on 07.04.2026 at 12 noon the Block Land and Land Reforms Officer, Amta - II, the 5th
respondent herein, shall conduct a hearing and shall pass a reasoned order thereafter within the time limit that may be fixed by this Court.
Mr. Chatterjee, learned advocate appearing for the petitioner submits on instruction that the petitioner shall attend the hearing before the Block Land and Land Reforms Officer on the date and time suggested by the learned advocate appearing for the petitioner either personally or through his authorized representative.
In the light of the submissions made by the learned advocates appearing for the parties this writ petition stands disposed of by directing the Block Land and Land Reforms Officer, Amta - II, being the 5th respondent herein, to conduct the hearing on 07.04.2026 at 12 noon and the petitioner shall attend the said hearing either personally or through his authorized representative and such authority shall pass a reasoned order immediately thereafter. The reasoned order shall be communicated to the petitioner as expeditiously as possible but positively within a period of 10 working days from the date fixed for hearing.
If for any reason whatsoever the hearing cannot be concluded on the date mentioned hereinbefore, the said authority shall fix an early date of hearing not
latter than seven working days from the aforesaid date.
At this stage Mr. Chatterjee learned advocate appearing for the petitioner submits that the petitioner has ventilated several other grievances in this writ petition.
It will be open to the petitioner to raise all points before the said respondent and such authority shall consider the same and pass a reasoned order on such issues also.
Mr. Chatterjee submits that the complaint which was lodged at BDO, Amta - II and communicated to the Block Land and Land Reforms Officer, Amta - II, has not been supplied to the petitioner.
In the event the petitioner approaches the office of the Block Land and Land Reforms Officer, Amta - II, Howrah on or before March 31, 2026, the said authority shall supply a copy of the same to the petitioner forthwith.
