In those circumstances, the Head of the Institution shall consider and dispose of the application for transfer within a period of two weeks from date mandatorily and positively. The decision may be communicated to the petitioner immediately thereafter. With the aforesaid observations, the writ petition is disposed of.

There will be no order as to costs.
