Mr. Debasis Kar, Mr. Husen Mustafi ...for the Petitioner Mr. Kanak Kiran Bandopadhyay ...for WBSEDCL Mr. Sagnik Chatterjee, Ms. Debdooti Dutta ...for the State 24-04-2025 AKG Ct. 15 The petitioner alleges that, despite having complied with all requisite formalities, the West Bengal State Electricity Distribution Company Limited (WBSEDCL) has failed to provide an electricity connection to his flat. The learned advocate appearing for the petitioner contends that many shop rooms within the said premises have been provided with electricity connection. In response, the learned advocate for WBSEDCL submits that any existing connection at the said premises predates the construction of the current building. He further submits that the building in question has not yet been fully constructed.

At this stage, it is not feasible to provide an electricity connection to the petitioner. It is further submitted that the promoter has also not applied for an electricity connection. WBSEDCL has clarified that no electricity connection can be provided unless a completion certificate for the building is submitted.

This Court is of the opinion that unless the construction of the building is certified to be completed by the competent authority, the petitioner cannot seek electricity connection.

Accordingly, WPA 6467 of 2025 is dismissed.
