He has further submitted that she is not being able to participate in the transfer process through Utshree Portal as because the portal is blocked for her as a case is pending. He submits that it is the only case pending in respect of her transfer.

Learned advocate for the respondent/State has come with one instruction from which it appears that her application for transfer has been rejected by the Commissioner of School Education but this has not been communicated from the office of the Commissioner of School Education.

Considering the facts and circumstances of the case, I give the following two directions:

1) The Commissioner of School Education should intimate the petitioner as to his decision which has already been taken and produced today before this court in respect of application

for general transfer of the petitioner dated 27th January, 2021.

2) As this matter is going to be disposed of right now the appropriate authority should remove the obstacle in Utshree Portal for the petitioner so that the petitioner may make an application for her transfer through the said Portal.

The intimation to be made to the petitioner by ten days from date by the Commissioner of School Education as to the decision in respect of the application dated 27th January, 2021 and the obstacle is to be removed from the Utshree Portal from 9th December, 2021. With the above direction and observation, this writ application is disposed of.
