The petitioner has prayed for an order directing the respondents to consider the petitioner's representation dated 11th March, 2026 within a time bound period. The petitioner claims to be the owner and in possession of a piece and parcel of land within Mouza Sirol, J.L. No. 111 under Police Station Amta in the District of Howrah. The petitioner alleges that he is facing difficulty in accessing his own property due to existence of a roadside drainage channel constructed alongside the PWD road. The petitioner proposes to construct a culvert over the said drainage channel in accordance with the technical specifications, norms and guidelines prescribed by the Public Works Department. The petitioner submitted a representation dated 11th March, 2026 before various authorities praying for permission for construction of a culvert alongside the roadside drainage channel on Narith-Bagnan PWD road.

The learned advocate appearing for the State submits that the decision on such representation shall be communicated to the petitioner within the time limit as may be fixed by this Court.

Without entering into the merits of the claim made by the petitioner in the representation dated 11th March, 2026, WPA 7086 of 2026 stands disposed of by directing the Executive Engineer, PWD (Roads), Amta Roads Division, Howrah being the 6th respondent to consider the representation of the petitioner dated 11th March, 2026 and to dispose of the same by passing a reasoned order after giving an opportunity of hearing to the petitioner or any other person who may be affected by such decision or their authorized representative and communicate the reasoned order to the petitioner as expeditiously as possible but positively within a period of ten weeks from the receipt of a server copy of this order along with a copy of the representation dated 11th March, 2026. There shall be however no order as to costs.

Urgent certified photocopy of this order, if applied for, be supplied to the parties expeditiously on compliance of usual legal formalities.
