1. Affidavit of service filed by the petitioner is taken on record.

2. Present petition has been filed for inaction on the part of the competent authority for not considering and deciding the communication dated 24th September, 2025 of the petitioner for grant of route permit in Route No. 73 bearing serial No. 231 as per notification dated March, 2023.

3. Learned counsel submits that the petitioner sent a reminder dated 25th February, 2026. However, the authorities have not responded at all. Learned counsel submits that an appropriate direction may be issued to the competent authorities for considering and

deciding the representation of the petitioner in terms of notification dated 21st March, 2025.

4. Learned Government Pleader has fairly submitted that representation of the petitioner dated 24th September, 2025 shall be considered and decided within eight weeks in accordance with law.

5. The State of West Bengal, respondent NO. 2, 3 and 4 and learned Government pleader has further submitted that the competent authority in this regard is Regional Transport Authority, Kolkata.

6. Thus in view of the submission made the Court considers that there would be no purpose of getting the present petition pending. Hence firstly for the completion of pleadings the Regional Transport Authority, Kolkata is impleaded as respondent No. 5. Department is directed to amend the cause title. Respondents are directed to decide the representation of the petitioner dated 24th September, 2025 taking into account the notification dated 21st March, 2023 in accordance with law after giving the parties opportunity of being heard within eight weeks from the date of service of the copy of

the order of this court. The authority shall inform the petitioner within two weeks of such order in terms of discussion made herein above.

7. With this observation this petition is disposed of.

8. Urgent photostat certified copy of this order, duly applied for, be given to the parties upon compliance of all usual requisite formalities. (Dinesh Kumar Sharma, J.)
