1. The affidavit of service filed today is taken on record.

2. In spite of service, none appears on behalf of the school authorities.

3. The petitioner is an Assistant Teacher in the subject Bengali (Hons./PG) at Nawabganj High School, North 24-Parganas.

4. The petitioner has made an application for transfer on own seeking self medical ground.

5. The said offline application is pending.

6. The respondent no. 7 is directed to consider such application and if satisfied, shall issue the requisite 'No Objection Certificate' upon obtaining medical opinion of the BMOH and forward the same to the respondent no. 5 by May 15, 2026.

7. If the application is allowed, the District Inspector of School (SE) will take all consequential steps to expedite the matter in accordance with transfer Rules, preferably within four weeks from the receipt of the application from the school.

8. The suspension of 'Utsashree Portal' will not be an impediment for the concerned authority to consider the application for transfer of the petitioner. The same shall be considered in an offline mode.

9. With these aforesaid directions, the writ petition is disposed of.

10. There shall, however, be no order as to costs.

11. Urgent Photostat certified copy of this order, if applied for, be given to the parties on priority basis. (Reetobroto Kumar Mitra, J.)
