The petitioner seeks an electricity connection for his newly constructed residential house located at South Moubeshia, Post Office Dhulasimla, Police Station Uluberia, Howrah.

Learned counsel appearing on behalf of the petitioner submits that despite having complied with all necessary formalities, WBSEDCL has been unable to effect the electricity connection due to resistance from Respondent No. 5.

Counsel appearing for WBSEDCL states that the company has made three attempts to provide the electricity connection at the petitioner's premises; however, these attempts were thwarted due to strong opposition from Respondent No. 5.

Respondent No. 5 remains unrepresented, and service upon this respondent has been returned marked "refused" by postal endorsement.

In light of the above facts, this Court finds no justification for denying the petitioner the electricity connection.

Accordingly, the writ petition is disposed of with a direction to WBSEDCL to effect the electricity connection at the petitioner's premises within three weeks from the date of this order, subject to the petitioner's compliance with any additional formalities, if required.

The Officer-in-Charge of Uluberia Police Station is directed to render necessary assistance to WBSEDCL officials to facilitate the connection. The petitioner shall bear the cost of such police assistance.

Accordingly, WPA 6945 of 2025 is disposed of. Urgent photostat certified copy of this order, if applied for, be supplied to the learned advocates for the parties on usual undertakings.
