Report submitted by the learned advocate appearing for the State be kept with the record. Police authorities have already issued a notice which is reflected in the report dated 23.06.2025. It has been complained that the petitioner in spite of receiving notice from Mayapur-I Gram Panchayat did not turn up during field enquiry and hence, the local Panchayat was not able to arrive at any conclusion. Having considered the issues of the ground reality, I am of the view that the police authorities have hardly any role to play regarding the discharge of functions by the Panchayat authorities. Learned advocate appearing for the petitioner disputes such contention.

Considering the locus of the police authorities in the present writ petition, I am of the view that the contempt application is not maintainable so far as the

police authorities are concerned, until and unless a conclusion is arrived at by the Panchayat authorities. Petitioner would cooperate with the Panchayat authorities as the petitioner submits that she is already having a sanctioned plan.

Accordingly, the contempt application being CPAN 517 of 2025 is dismissed.

All concerned parties shall act on the server copy of this order duly downloaded from the official website of this Court.

Urgent photostat certified copy of this order, if applied for, be supplied to the parties upon compliance with all requisite formalities.
