The prayer of the petitioner relates to payment of monthly remuneration in accordance with the Memorandum dated 15.07.2019 issued by the Finance Department of the Government of West Bengal.

Learned counsel submits that the petitioner has been engaged as a part-time Sweeper at the concerned University since 24.07.2007 which was the date of joining of the petitioner. Learned counsel appearing for the petitioner submits that the petitioner has served the University in the category within "10 years to less than 15 years" and is entitled to Rs. 16,500/- per month as per the Notification dated 15.07.2019. A representation made by the petitioner to the Principal of the University on 25.03.2022 has not been responded to till date. Despite service, the University is not represented. After considering the matter, this Court is of the view that the writ petition may be disposed of with a direction on the Principal of the University being

respondent No. 4, to consider the representation of the petitioner and dispose of the same by way of a reasoned order after giving a hearing of the petitioner within a period of five weeks from date. A copy of the reasoned order should also be made available to the petitioner within a week from the date on which such reasoned order is passed. It is made clear that if the petitioner is entitled to the conditions of the service as per the Memo of 15.07.2019, the respondent No. 4 shall pay the salary at the rate stated in the Memorandum and also pay the arrear salary to the petitioner from the petitioner's date of joining to the date of payment in accordance with the Memorandum within a period of ten weeks from the date of such reasoned order.

WPA 6827 of 2022 is disposed of in terms of the above.
