A report in the form of affidavit has been filed by the alleged contemnor No.1 and the same is taken on record. 2.

It is submitted by the counsel for the petitioner that the eligibility criteria for affiliation of TOL specified in the new rules indicates that only those TOLs, which have been functioning since 3rd April, 2025 would recognize by the Government would be entitled for affiliation. 3.

Since the TOL in which the petitioner's father worked did not have any effective Managing Committee since 1997, the petitioner prima facie does not appear to be entitled for affiliation.

However, in the peculiar facts of the case, the writ petitioner may challenge the new rules framed by the University for recognition in an independent proceeding.

With the aforesaid observation, the contempt application is disposed of.

Personal presence of the alleged contemnors, if any, is dispensed with.

Rule, if any, shall stand discharged.

8.

There shall be no order as to costs.

9.
