1. The dispute in the present writ petition is as to whether the premises where the petitioner has sought electricity connection is a congested area or a market place necessitating the installation of a block meter to give connection to the petitioner.

2. Learned counsel for the petitioner argues that on such ground, the petitioner's application for a new connection has been refused.

3. Learned counsel for the CESC Limited insists that in the surroundings-in-question, a block meter could be the only solution, since the area is congested.

4. Since the dispute is on facts and under the extant regulations, the concerned Grievance Redressal Officer is the appropriate authority to

decide such issues, W.P.A. No. 7854 of 2024 is disposed of by granting liberty to the petitioner to approach the concerned Grievance Redressal Officer with the dispute as raised herein.

5. If so approached, the Grievance Redressal Officer shall decide all issues involved in accordance with law, upon giving opportunity of hearing to all concerned, preferably within eight weeks from the date of such application being made.

6. There will be no order as to costs.

7. Urgent photostat certified copies of this order, if applied for, be made available to the parties upon compliance of all necessary formalities. (Sabyasachi Bhattacharyya, J.)
