1. Affidavit of service filed in Court today is taken on record.

2. The petitioner is aggrieved by certain steps taken by PNB Housing Finance Limited, the respondent herein.

3. Learned advocate representing the respondents raise objection with regard to the maintainability of the writ petition.

4. It has been submitted that the respondent nos. 1 & 2 does not qualify as 'State' under Article 12 of the Constitution of India and the writ petition against the aforesaid respondent will not be maintainable.

5. Admittedly, it appears that the respondent nos. 1 & 2 cannot be treated as State respondents. Writ petition against such private entity will not be maintainable.

6. The writ petition, accordingly, fails and is hereby dismissed.

7. Dismissal of the writ petition will, however, not stand in the way of the petitioner to approach the competent

forum in accordance with law for redressal of her grievances, if so advised.

8. Urgent photostat certified copy of this order, if applied for, be supplied to the parties upon compliance of all requisite formalities.
