Animesh Roy, that he has been able to obtain the original records in relation to the subject case of alleged interpolation of Court records, after a lot of difficulty.

The petitioner as well as the Learned Counsel for the State have, in no uncertain terms, indicated the mysterious reluctance on the part of the Additional District Judge, Sk. Md. Rajak, in parting with the original documents that were meant for this investigation.

The SDPO, Barasat submits that he shall be able to send documents for examination by the QED by January 11, 2023.

Upon receipt of the original documents and after receiving any further documents that the QED

may require, it is expected that a report is received from the QED, within a period of 3 weeks from date, mandatorily and positively, if not earlier.

The petitioner, Mr. Nandi, has pointed out a large number of irregularities in the functioning of the District Court at Barasat and particularly, the Courts at Barrackpore. He has pointed out many instances where a number of Co-ordinate benches have been notified of such irregularities in various proceedings and such benches have advised the petitioner to take up applications under Section 200 of the Cr. P.C.

The matter assumes some seriousness since it concerns the justice delivery system in the District Court at Barasat.

The petitioner may take out appropriate proceedings, on legal advice that he may seek. Mr. Sabyasachi Chatterjee, Learned Advocate of this Court, is requested to assist the petitioner in the process of adjudicating his grievances.

Let a copy of this order be placed before the Hon'ble Chief Justice on the Administration Side and the Zonal Judge-in-Charge of the District - North 24 Parganas.

With the aforesaid observations, the writ petition shall stand disposed of.

The personal appearance of the SDPO, Barasat, is dispensed with.

There shall be no order as to costs.

All parties shall act on the server copy of this order duly downloaded from the official website of this Court.
