It appears from the affidavit of service that the respondents have received a copy of the writ petition. The respondents remain unrepresented, however, in view of the relief sought for, the matter is taken up in the absence of the respondents.

The respondent no.4, in the facts and circumstances of the case, is directed to take steps for executing the certificate dated 17th December, 2020 as expeditiously as possible but not beyond a period of four months from the date of communication of a server copy of this order without insisting upon production of certified copy thereof.

The writ petition is accordingly disposed of.

Urgent photostat certified copies of this order, if applied for, be supplied to the parties upon compliance of all necessary formalities.
