None appears on behalf of the private respondents despite service. Nor is any accommodation prayed for on their behalf.

The grievance of the petitioner is directed against the failure of the respondent CESC Ltd. to provide an electricity connection to the petitioner.

It appears from the averments made in the petition that the respondent Nos.5 and 6 being the private respondents have resisted and obstructed the representatives of the respondent Corporation from causing an inspection.

In view of the fact that the petitioner seeks an essential service and that the CESC is ready and willing to provide the petitioner by causing an inspection on the existing meter board and existing meter room of the subject premises.

The Officer-in-Charge, being the respondent No.4 is directed to provide all necessary assistance to the representatives of the CESC Ltd. in causing an inspection to the subject premises at the exclusive cost and expenses of the petitioner.

I make it clear that the aforesaid action is to be provided to the petitioner in accordance with law and after the petitioner has complied with all the statutory formalities and made all payments.

With the aforesaid directions, WPA 8388 of 2021 stands disposed of.

However, there will be no order as to costs.

Urgent photostat certified copy of this order, if applied for, be supplied to the parties upon compliance with all requisite formalities.
