By the impugned order, the petitioner's application for conversion of the post from physical education teacher to political science teacher in the postgraduate degree post was declined. The Director of School Education has found that the same may be an attempt by the Managing Committee of the School and the petitioner to indirectly get a higher scale of pay.

This Court is of the view that the conversion of a post from one subject to another -that too resulting in higher scale of pay- is purely a discretionary matter within the domain of the D.S.E.

This Court also finds that the petitioner may not have the requisite experience for teaching

political science in higher secondary section notwithstanding a degree in political science. For the reasons stated hereinabove, no relief can be granted to the petitioner. The D. S. E., the D. I. of Schools (SE) and the School Service Commission may expeditiously consider the posting of political science teacher in the higher secondary section of Jagatpur Rukmini Vidyamandir for Girls'(H.S.), P.O. & P.S-Behala, Calcutta-34 if such post is still vacant.

With the aforesaid observations, the writ petition is disposed of.

No order as to costs.
