The writ petition revolves around the film and television industry of the State.

The Court has tried it best to arrive at a solution to the problem faced by the petitioner. 3.

The matter was referred to the Principal Secretary, Information and Cultural Affairs Department. The Principal Secretary provided an opportunity of hearing to the parties and opined for setting up of a Committee comprising eminent person

from the related fields in the industry. The report of the Principal Secretary is on record.

The respondents raise serious objection with regard to the same. Ld. senior counsel representing the Principal Secretary submits that the State is not obliged to resolve the inter se disputes between the parties. 5.

From the tenor of the submissions made by the parties it appears that the State intends to wash its hands off. The State denies taking any responsibility to ensure that the industry functions smoothly.

It appears that the political parties are heavily upon the State and the Principal Secretary is also not in a position to take a decision in the matter. 7.

Each and every fact, claim and allegation of the petitioner is disputed by the respondents. With such disputed factual issues, the writ petition cannot be decided.

The writ petition, accordingly, stands dismissed.

9.

It will however, be open for all the parties to take recourse to appropriate remedies available in law. 10.

All parties are directed to act on the basis of the server copy of this order duly downloaded from the official website of this Court.

Urgent certified copy of this order be supplied to the parties, if applied for, upon compliance of all necessary formalities.
