Mr. Bhagabat Choudhuri Mr. Ghanashyam Patra ... for the petitioner Mr. Mahendra Prasad Gupta ... for the State The writ petitioner is aggrieved by an order dated 11th March, 2020 passed by the District Magistrate, Murshidabad. It appears that there is no procedural impropriety in passing of the order. The petitioner has assailed the order on the ground that the District Magistrate had no authority to hold that stamp vending license cannot be granted to the writ petitioner any further since the Government proposes to introduce new process of paying fees online for the execution of deeds.

It is indeed true that the District Magistrate may have partially exceeded the jurisdiction on that score. It however appears that the District Magistrate has found serious discrepancies in the educational qualification of the writ petitioner.

In that view of the matter, the writ petitioner's application, itself, has become suspect and was rightly rejected by the District Magistrate. It is also been found that the petitioner's claim for disability pension is no longer in issue since such pension has been restored to the petitioner.

No interference is therefore called for.

With the above observations, the writ petition being W.P.A. 8583 of 2021 is dismissed.

There shall be no order as to costs.
