Record reveals that on the last date of hearing, as per prayer of Mr. Mitra appearing for the State, the Court has provided for filing a comprehensive report by the said respondent involving issues in the present writ petition. It is learnt that neither the report has been filed nor any advance copy has yet been served to the petitioner.

However, in absence of the State respondent, the Court finds it proper to adjourn the matter today with special mention that on the next occasion, the matter shall be taken up and dealt with accordingly disposed of the State respondent being present or not.
