The petitioner participated in the 1st State Level Selection Test for upper primary teachers conducted by the School Service Commission on 2016.

The petitioner admittedly did not have a B.

Ed. qualification as on date of the advertisement. She acquired the same much later. She succeeded in the said examination with good marks but was not selected since she did not possess the required qualification.

Counsel for the petitioner would argue that untrained candidates are not inferior to the trained candidates.

Counsel for the commission submits that they have been following the Rules strictly for the

purpose of restricting the entry level only to trained candidates and that too only to those who possess training qualifications at the time of advertisement. It is also submitted by the counsel appearing for the School Service Commission that no untrained candidate was called for selection or interview. This Court is of the view that no relief can be granted to the petitioner since the recruitment Rules are clear and unambiguous and have been uniformly applied.

With the aforesaid directions, the writ petition shall stand disposed of.

There shall be no order as to costs.
